Communiqué of the Ministerial  Committee of the Council of Europe 
(November 9, 2000)

"The Council of Europe increases the activity on the South-Eastern Europe and the Caucasus"
The Ministerial  Committee held 107th meeting under the chairmanship of the Italian Foreign Minister Lamberto Dini on November 9, 2000 in Strasbourg.  
At the invitation of the Secretary-General, prior to the meeting non-official meeting was held on November 8, 2000. 
The official meeting of Ministers on 9th of November was opened by an exchange of views with President Kastunitsa on positive development of his country. 
Exchange of views was continued with discussions on the strengthening of the contribution of the Council of Europe to democratic stability in South-Eastern Europe, including Moldova, and in the Caucasus.
As far as country -candidates of the South Caucasus, both countries required the implementation of standards of Council of Europe, including a specific concern of Ministers taking into account the situation in relation to the elections held in Azerbaijan on November 5, 2000. To access the Ministers of the Organization decided to invite at the same time Armenia and Azerbaijan (and the statements of foreign ministers of these countries were taken into account), and declared that the history of adoption of two countries will be reviewed at the meeting of Deputies Minister in January 2001. They noted that Armenia and Azerbaijan must continue to strengthen their democratic institutions, respect for human rights and the rule of law. Ministers repeated that the Council of Europe is ready to cooperate for this purpose. They also demanded not to delay to get real results in the resolution of the Nagorno-Karabakh conflict between Armenia and Azerbaijan.
